As far as I can see in both of these pages he says you must uncomment the line for RH6. This is actually an example of a book getting old kind of job. The installation part covers svgalib-1.4.0, in 1.4.1 (and later) the use_glibc option is unneeded, and indeed, does not exist in the config file. Luckily the rest of the book does not get outdated so quickly. Also, since you are new to linux, why not use the packages included in the distribution (svgalib and avgalib-devel)?
