nothing that is actually part of svgalib.

there's many programs available that do read bmp files so you could simply
pull one of them apart (use the source luke !) and grab the bmp section.

there is a library available that i haven't had time to play with yet that
allows pretty much transparent reading of various file types called liblug.
you'll need to search for this cause i can't remember the url.
