Hello,
if I build and install SVGALIB on my fresh Linux box make will fail.
The reason is that /usr/local/man does not exists and make will unzip
the man pages there.
The makefile should test whether the directory exists otherwise create it.
Sorry I am not that guru to provide you with code or patch.
